Method

Understand before intervening.

Most of the breakdowns we are called in to repair are not breakdowns: they are installations undersized from the outset. So we always begin by measuring.

  1. Diagnosis

Survey of the existing installation, measurements, reading of drawings, discussion with the operator. We look for the cause, not the symptom.

  2. Study

Load calculation, heat load calculation, network sizing. Drawings, bill of quantities and detailed costing.

  3. Execution

Procurement, installation, systematic labelling and coordination with the other trades.

  4. Handover

Tests, recorded measurements, operator training and delivery of the complete technical file.

Next step

Let's start with a diagnosis.

Describe the building, its use and what is not working. We come back to you with the right question before proposing any solution.

Technical scope

Four packages, one coordination.

We design, install and maintain the four technical building packages. Treating them separately means paying twice for the same mistake: we hold them together, from sizing to handover.

Transformateur moyenne tension vers basse tension, entrée électrique du bâtiment

PACKAGE 01

Electrical power

From the incoming supply to the last outgoing circuit. Electrical distribution decides everything else: a pump, a chiller, a server rack are worth no more than the supply feeding them.

What we take on

  • Load calculationInstalled load, diversity, demand, spare capacity. Sizing comes before the choice of equipment.
  • Main and distribution boardsBusbars, protection devices, discrimination, back-up protection, labelling of outgoing circuits.
  • DistributionCable routes, cross-sections calculated on voltage drop, separation of power and data cabling.
  • LightingIlluminance levels by use, zone control, emergency lighting and escape-route marking.
  • EarthingEarth electrode, equipotential bonding, resistance measured at handover.
  • Standby powerGenerator sets, changeover switches, UPS units, autonomy calculated on the real load.
Standards applied
StandardSubject
IEC 60364 / NF C 15-100Low-voltage electrical installations

  • Test records: insulation, continuity, RCDs
  • As-built drawing of cable routes
Groupe d'eau glacée, qui produit le froid distribué dans le bâtiment

PACKAGE 02

Air conditioning & air handling

The heat load calculation before the catalogue. In an equatorial climate an oversized unit short-cycles and dehumidifies poorly; undersized, it runs continuously and dies young.

Request a study

What we take on

  • Heat load calculationSolar gains, internal gains, fresh-air rates, thermal mass. Room by room, not floor by floor.
  • Split and VRVSelection of condensing units, permissible pipe runs and height differences, layout of indoor units.
  • Air handling unitsFiltration, coils, heat recovery, return-air control.
  • DuctworkDucts sized on pressure drop, dampers, terminals, measured balancing.
  • VentilationExtract from washrooms and kitchens, make-up air, separation of environments.
  • Smoke extractionSmoke reservoirs, vents, smoke extract fans, controls and interlocks.

  • Balancing records: flow rates measured at each terminal
  • Operating instructions and maintenance intervals
Nourrice de distribution, d'où partent les circuits d'eau sanitaire

PACKAGE 03

Sanitary plumbing

Networks calculated, labelled and tested before they are closed up. A water system cannot be corrected afterwards: what is buried in a slab stays there.

  • Supply and meteringService connection, main and sub-metering, backflow protection.
  • Pressure boosting and storageTanks, booster sets, control, autonomy in the event of a mains outage.
  • Domestic hot waterGeneration, secondary circulation, balancing, control of legionella risk.
  • DistributionCross-sections calculated on probable flow, controlled velocities, insulation and labelling.
  • DrainageFoul and waste water, primary and secondary venting, falls, inspection chambers and connections.
  • Water treatmentFiltration, softening, disinfection according to the quality of the source.
Standards applied
StandardSubject
EN 806 / DTU 60.11Water supply intended for human consumption
EN 12056Gravity drainage systems
EN 1717Protection against drinking-water contamination
Documents delivered
  • Calculation report for flow rates and pipe sizes
  • Schematic diagrams of the networks
  • Pressure-test records before closing up
  • Record of pressures and flow rates at the outlets
  • As-built drawing of connections and chambers
Barrière levante de contrôle d'accès véhicules

PACKAGE 04

Automation & security

The first three packages become controllable. Without supervision, an installation can only be monitored by walking through it — and drifts show up on the bill, six months too late.

Request a study

What we take on

  • Fire detectionDetectors, manual call points, control panel, sounders, interlocks.
  • Access controlReaders, strikes, anti-passback, rights management, release on alarm.
  • Video surveillanceCalculated fields of view, recording, retention period, day-to-day use.
  • Structured cablingCopper and fibre cabling, racks, link certification.
  • Building management systemMeasurement points, trends, alarms, scenarios, open protocols.

Documents delivered
  • Layout drawing of detectors and zones
  • Cause-and-effect matrix for the interlocks
  • Certification of copper and fibre links
  • List of supervision points and alarm thresholds
  • Accounts and roles handed over to the operator

Where we work

Where the engineering leaves no margin.

Every type of building brings its own constraints: continuity of service, hygiene, personal safety, running costs. We match the sizing to the actual use, not to a standard.

Immeuble de bureaux, secteur des sièges d'entreprise

Offices & head offices

An office floor lives on its IT continuity and its comfort. Both are paid for in energy if no one measures.

  • UPS sized on the real load of the racks, not on their nameplate
  • Thermal zoning by façade orientation and by occupancy
  • Sub-metering per floor for recharging costs
  • Lighting controlled by presence detection and daylight harvesting
Bâtiment de commerce et d'hôtellerie

Retail & hospitality

Peaks decide everything: the evening peak for hot water, the midday peak in the kitchen, the weekend peak in footfall.

  • Hot water generation calculated on the real diversity of the rooms
  • Kitchen ventilation with make-up air and grease traps
  • Public safety: smoke extraction, escape-route marking, release on alarm
  • Controlled demand to avoid exceeding the supply capacity
Établissement de santé et de laboratoires

Healthcare & laboratories

Here the building services are part of the care. An outage or a cross-contamination is not a comfort incident.

  • Standby power with a changeover time compatible with the equipment
  • Air quality: filtration, pressure cascades, air change rates
  • Controlled water networks, circulation and prevention of stagnation
  • Written traceability of every intervention in sensitive areas
Résidence haut de gamme

High-end residential

The requirement is not power but discretion: the services must be neither seen nor heard.

  • Sound levels held at the indoor units and in the ductwork
  • Concealed networks, labelled and documented for future maintenance
  • Lighting scenes and centralised control
  • Autonomy in the event of a public network outage
Bâtiment d'industrie légère et de logistique

Light industry & logistics

Volumes, motive power and cycles. Sizing is done on the real duty, starting currents included.

  • Protection of motor circuits and power factor correction
  • Ventilation and extraction matched to the process
  • High-bay lighting with planned maintenance
  • Planned preventive maintenance on critical equipment
Bâtiment existant en cours de rénovation

Refurbishment of existing buildings

The hardest case: bringing an installation up to standard without stopping operations, when no one has the drawings.

  • Survey and reconstruction of the existing schematic before any work
  • Immediate making-safe of dangerous points
  • Phasing by zone to keep the building in use
  • Progressive changeover, kept under control

Who we are

An engineering company, not a reseller.

STELLAIRE SARLU is a Congolese company specialising in building services. We calculate before we order, and we document before we leave.

Our position

Most of the breakdowns we are called in to repair are not breakdowns: they are installations undersized from the outset. A chiller chosen from a catalogue rather than from a heat load calculation, a cable selected on its current rating without checking the voltage drop, a hot water riser with no return circulation.

These choices do not show at handover. They show three years later, in the running costs and in the service life of the equipment. That is why we always begin by measuring, and why we hand over a calculation report with every proposal.

The founder, Georges Kabamba, is an engineer. The company is built around that skill: the design work is done in-house, it is not subcontracted to a supplier with an interest in selling the most expensive machine.

Safety, quality, environment

No one gets hurt on a well-prepared site.

Safety is not a contract clause: it is a condition of access to the sites of our industrial and institutional clients. It is prepared before the work begins.

Before the work

  • Written task-by-task risk assessment
  • Isolation and verification that the supply is dead
  • Prevention plan agreed with the site operator
  • Verification of the team's authorisations

During

  • Personal protective equipment matched to the risk
  • Marking out and locking off of work areas
  • Measuring instruments checked and calibrated
  • Immediate reporting of dangerous situations

Indicators monitored

  • Lost-time accident frequency rate — to be completed
  • Hours worked without an accident — to be completed
  • Training hours per person per year — to be completed
  • Number of dangerous situations reported — to be completed
